What used to be called EBT food stamps is now called SNAP (Supplemental Nutrition Assistance Program).  Snap is the largest program for Nutrition Assistance in the country. Unlike the SNAP (Food Stamp) portion of EBT Snap, no certification is required by the government. What is EBT/SNAP Cash Food Benefits? 


EBT (Electronic Benefit Transfer) is a government program that allows states to distribute finacial credits easily to those in need. When someone uses their card, they are making an Electronic Benefit Transfer (EBT)  so many people call those cards "EBT cards". When you see a sign in a store saying, "We accept EBT",  it means that the store has been authorized to accept government benefits electronically and has the correct hardware and software to process an Electronic Benefits Transfer. Instead of paying with actual foodstamps, a single swipe with an electronic card that acts as if it is a debit card is all that is needed. This allows food and other non-alcoholic beverages to be purchased from qualifying vendors. The program in which the EBT card is used to purchase those items is known as SNAP (Supplemental Nutrition Assistance Program) . It is highly beneficial to both the EBT card holders and the vendors. How do Merchants apply to become an authorized retailer?


All merchants will need to complete an application for a food stamp permit, a seperate food stamp permit is required for each store location. If the merchant owns multiple stores, an application for each store is required.  The following documents will need to be included in the EBT  SNAP application package:


1. Food Stamp Program Application for Stores, Form FNS-252

2. FNS Field Office Cover Letter

3. Combined Store Eligibility Criteria Fact Sheet and a Checklist​​​


Merchants cannot accept Food Stamp Benefits until their store has been licensed under their ownership and has become authorized by the USDA and approved for an FNS permit. However, EBT Cash Benefits can be accepted while your EBT Food Stamp permit application is being processed.
